Lo que cambia es la dimensión, algo corto es horizontal, por ejemplo una cuerda es corta y algo bajo va hacia arriba, por ejemplo una persona o una casa es baja

No se puede usar bajo para describir el cabello, porque la gente no va a comprender, solo se usa "corto" para hablar del cabello. Bajo se puede usar para una persona de baja estatura
