if you ask something special meaning 「月がきれい」=I love you, it's just a common belief.
"not true"
we don't use this phrase as a confession of love, actually.

This is a famous word by Natsume Soseki the master literary in Meiji-era. If your opponent a bibliophiles, it may be confessing a love by making it be look like a joke to hide embarrassment.
